How to plan a 48-hour industrial shutdown

A shutdown is a fixed-duration project with a hard finish. Here is how the plan is built, and where the hours are usually lost.

Forty-eight hours sounds like a lot until you subtract the parts you do not control. Cooling time, permit issue, crane positioning, and the first two hours of any night shift are usually gone before productive work starts.

Freeze the scope before you plan the hours

A shutdown plan built on a scope that is still moving is not a plan. Every activity has to be identified, drawn or photographed, and agreed as in or out. Additions after the freeze get priced and scheduled separately, and they get added to the end of the sequence rather than squeezed into the middle of it.

Build an hour plan, not a task list

A task list says what will happen. An hour plan says when, with what, and after which other activity. Each line needs four things attached to it:

  • manpower, by trade and number
  • equipment, including who books it and when it arrives
  • material, and where it is staged
  • permits, and who raises them

The dependencies between activities are what create the critical path. If the plan does not show them, the critical path only becomes visible when it is breached.

Move work out of the window

Everything that can be fabricated, cut, drilled or assembled before the plant stops should be. The time inside the window belongs only to work that genuinely cannot happen while production runs. This single discipline recovers more hours than any amount of additional manpower.

Plan the restart, not just the stop

The last shift is where shutdowns overrun. Reinstatement, cleaning, removal of temporary works, clearance inspection and handback all take real time, and none of it can start until the productive work is genuinely finished. Put those hours in the plan at the beginning, and protect them.

A shutdown that finishes early

It happens when the scope was frozen, the work was pre-made, and the permits existed before the crew arrived. It almost never happens because more people were added on the second day.
